approving of the appointment of Mr. Reinalcker as Clerk in the Treasury, that the authorized establishment in that Department is quite sufficient, and would never have been found otherwise, but for the neglect of his proper duties by the late Treasurer, and his employment of

the Clerks in matters with which he had
